Thomas B. Noonan


Thomas B. Noonan is an associate at Tibbetts, Keating & Butler.  Mr. Noonan’s practice areas include all areas of litigation, such as civil litigation, family law, criminal law, managed care litigation, health law, appeals, and bankruptcy.  Mr. Noonan also provides other legal services in the areas of contracts, business formation, wills, real estate, land use, and probate.

Mr. Noonan has served as a Connecticut State prosecutor and previously worked as an associate for a law firm specializing in insurance defense and general litigation.

Mr. Noonan is a Connecticut state contracted assigned counsel for certain GA criminal courts and the Connecticut appellate courts.  He is also a state registered guardian ad litem and attorney for a minor child for cases involving children.  Mr. Noonan participates in the Foreclosure Volunteer Attorney Program and Stamford Family Volunteer Attorney Program.

Mr. Noonan graduated from Boston College Law School in 2009 and received his bachelors of science from The University of Scranton in accounting and philosophy (double major).  Mr. Noonan is admitted to practice in the states of Connecticut and New York, as well as the United States District Courts of Connecticut, and Southern and Eastern Districts of New York.
